Job Title: Rapid Transition Housing Program Specialist

The New York Association on Independent Living (NYAIL) is seeking an RTH Housing Program Specialist to assist in managing the Rapid Transition Housing Program. The Rapid Transition Housing Program (RTH) provides a rental subsidy and supportive housing services for high-need Medicaid beneficiaries. The Rapid Transition Housing Program is funded by the NYS Department of Health.

NYAIL is a statewide not-for-profit membership organization that works to remove barriers to full community integration of people with disabilities. NYAIL members are Independent Living Centers (ILCs), consumer controlled, cross-disability providers of advocacy, services and supports to people with disabilities.

Responsibilities:

The Housing Program Specialist will report to the RTH Program Manager and/or Director of Housing Programs and will work collaboratively with the NYAIL housing team to facilitate the successful transition of individuals into community settings through the Rapid Transition Housing Subsidy Program. Responsibilities include, but are not limited to:

  • Work collaboratively with NYAIL’s housing team on the development, evaluation, expansion, and ongoing supervision of this subsidy program.
  • Communicate with Housing Specialists as needed to ensure all necessary documentation is included in the database.
  • Conduct ongoing outreach to Housing Specialists with upcoming expiring leases.
  • Assist RTH Program Manager/ Director of Housing Programs in completing necessary DOH reports, including input of documentation to the Medicaid Data Warehouse (MDW) report, maintaining updated DOH master spreadsheet,
  • Review all rent and security requests via program database, ensuring all necessary forms are complete.
  • Forward all approved rents to NYAIL/Fiscal Intermediary for payment.
  • Record all new rents to Excel sheet for monthly review, ensure no gaps.
  • Work with Director of Housing Programs to oversee Fiscal Intermediary processes, ensuring all payments are timely and accurate.
  • Complete Rental Subsidy and CTS monthly audits.
  • Complete RTH Subcontractor Audits, if needed.
  • Provide administrative support to both housing programs and assist with NYAIL functions as needed.
  • Provide back up to RTH program as needed.
  • Perform other duties as assigned.

Qualifications:

  • Associates degree in Human Services, and 5 years housing experience.
  • Workplace fiscal experience, preferably within a non-profit organization.
  • Microsoft Office Suite required.
  • Experience managing databases/data systems.
  • Excellent interpersonal, organizational, and computer skills.
  • Strong verbal and written communication skills.
  • Comfort with public speaking to small groups.
  • Experience with the concepts of IL, consumer control, and equal rights for persons with disabilities preferred.
  • Preference will be given to individuals with personal experience with a disability.

This is an Albany-based position with the ability to work remotely part time. Regional and statewide travel required.

This is a grant funded position, with possibility for extension contingent on additional state funding.
