Minimum Qualifications
Bachelor’s degree and four years of program management experience OR eight years of program management experience. The experience must be in a public health, health/human service, health regulatory program or community-based organization. At least two years of experience must have included supervision of staff. A Master’s degree may substitute for one year of experience.

Preferred Qualifications
Two years of experience managing or developing and implementing a public health program, including the completion of competitive funding applications. Experience working with disparate populations, including individuals with disabilities. Experience in the development of written materials including progress reports, evaluations, monitoring reports, Requests for Applications (RFA) and correspondence with contractors. Experience in planning and facilitating meetings, which includes providing formal presentations.

Responsibilities
The Program Manager will oversee the implementation of the New York State (NYS) Disability and Health Program (DHP), and will serve as the locus of leadership in the NYS Department of Health (DOH) for planning, coordinating, implementing and evaluating strategic action to promote the inclusion of people with disabilities across public health efforts in NYS. Specific duties will include: coordinating surveillance and evaluation activities with the Bureau of Chronic Disease Evaluation and Research (BCDER); convening and coordinating statewide and regional partnership groups and project leadership teams; representing the DHP in key healthcare policy initiatives for DOH; and supervising staff. Other related duties as assigned.

Conditions of Employment
Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.
